Stakeholders in Oguta Local Government Area of Imo State have expressed reservations over the effectiveness of the Smart Card Reader, SCR, introduced by the Independent National Electoral Commission, INEC, to check fraud in the forthcoming elections.
They spoke when INEC carried out tests on the use of the card reader in the area, weekend.
The Resident Electoral Commissioner, REC, for Imo State, Dr Gabriel Ada, had led some INEC personnel to test the card reader in Oguta, saying the local government was chosen because of the irregularities that had marred previous elections there.
He said Oguta was the only area that had no representative in the state House of Assembly due to the crises that had always characterised their elections.
During the demonstration, which lasted three hours with four card readers, Ada said that there would be three presiding officers in each polling centre, adding that while one would be in charge of the overall conduct of the election, the other two assistants would be ensure maintenance of the queue and registration of voters, respectively.
During one of the demonstrations, it took the card reader exactly nine minutes to accredit one of the residents of the area whose name was simply given as Dandy from Awa, Oguta, while the second voter and former transition Chairman of the local government, Nonye Obodo was accredited after seven minutes.
A traditional ruler of the area, His Royal Highness, Eze I. O. Aso Obudi Agwa, complained that many of his subjects had not collected their Permanent Voters’ Cards, PVCs.
Others, who raised the issue of the duration it took to accredit the two voters, were assured that the cards used for the demonstration were not configured for the area.
